윈도7 32비트 TeXLive 2019에서 해봤는데 잘 되는 것 같습니다.
acmart 클래스는 많은 패키지를 필요로 합니다. 질문하신 분께서 혹시 TL 2018을 전체 설치(scheme-full)하지 않고 scheme-small 등 일부만 설치한 것이라면 누락된 패키지가 있어 제대로 컴파일되지 않았을 가능성이 있습니다.
일단 acmart 매뉴얼을 한번 잘 읽어보세요. (> texdoc acmart)
매뉴얼에 따르면 컴파일에 필요한 패키지는 다음과 같습니다.
amscls, amsfonts, amsmath, binhex, balance, booktabs, caption, comment, cm-super, cmap, drafwatermark, environ, etoolbox, fancyhdr, float, fontaxes, geometry, graphics, hyperref, ifluatex, ifxetex, inconsolata, libertine, manyfoot, microtype, mmap, ms, mweights, natbib, nccfoots, newtx, oberdiek, pdftex-def, refcount, setspace, textcase, totpages, trimspaces, upquote, url, xcolor, xkeyval, xstring

그런데 저는 여기서 추가로 txfonts, boondox 패키지를 깔아야했습니다. xelatex이든 pdflatex이든 컴파일이 잘 됩니다.
